A river that still chooses its channel
Below the mountains, the Vjosa does not hold one neat line. It divides around gravel islands, gathers tributaries, floods, retreats and redraws its edges. That movement is the system, not a failure of engineering.
Rising as the Aoös in Greece and continuing through southern Albania, the river supports habitats shaped by sediment and seasonal flow. Proposed dams made it a test case for whether a large European river could remain free-flowing.
The campaign
Albanian and international scientists, residents, lawyers and environmental groups argued that hydropower development would fragment the river and alter its ecology. The Save the Blue Heart of Europe campaign and support from Patagonia helped make the Vjosa internationally visible.
Visibility created political leverage, but it did not simplify local views. Valleys need jobs, roads and services. Conservation that ignores those needs can become another decision imposed from elsewhere. The strongest case for protection tied ecological integrity to a durable regional economy.
A national park in 2023
In March 2023, Albania declared the Vjosa Wild River National Park, described by the IUCN as Europe’s first wild river national park. The designation covers the main river and important tributaries across a connected corridor.
A legal boundary is the beginning of protection, not its completion. Gravel extraction, pollution, construction, tourism pressure and development elsewhere in the catchment still require enforcement, monitoring and public scrutiny.
How to visit a living river
Përmet is the most practical base for travellers who want to understand the upper valley. Choose licensed operators for rafting or other activities, ask how safety and waste are managed, and avoid treating the riverbank as empty recreational land.
The Vjosa’s achievement is not that nothing happens along it. Farms, towns, roads and visitors are already present. Its achievement is that the water can still move through the valley without a dam deciding the rhythm. The open channel is the closing image because it is also the ongoing argument.
